Two-Tier Property Tax – An answer in the waiting?

Rick Rybeck has written a fascinating article on a two-tier property tax system being used in Pennsylvania.  It is certainly thought provoking and could be an answer to the plight of local governments facing reduced tax revenues and at the same time encourage redevelopment.
